The Divine Committee.
Every member of the God Realm knows that this is the highest authority in the God Realm, composed of the two most powerful God Kings and three law enforcers. Any major event in the God Realm needs to be voted on by these five members. The two God Kings each hold two votes, and the three law enforcers hold one vote. When the three votes of the law enforcers are combined, they can veto the decision of the God King, but this generally does not happen.
Today, the five highest rulers of the divine world gathered together again...
