What Hua Chang played was not something difficult to refute. Just ask someone to investigate and clear his name. No need to take up an official position.
The emperor clearly wanted to take sides, so he tried to appease Ryan Cui with kind words and persuade him to stay in office; while he reprimanded Hua Chang for believing in rumors and impeaching him without any evidence.
Hua Chang refused to accept.
The censors had the power to report rumors. If he found out that Ryan Cui had behaved inappropriately, shouldn't he be impeached? Whether or not there was solid evidence after the impeachment was a matter for the court, but they, the Imperial Censors, should be innocent!
