Due to the successive drought and locust plagues, the people of Hedong County fled to other counties in large numbers to survive. As a result, when the disaster was over and spring ploughing began, the good farmland in the county was left uncultivated and large areas of it were abandoned.

In order to prevent the news from leaking, several subordinates joined forces with Zhou Yangyou's family, borrowed the title of captain, and dispatched county soldiers to intercept the people, almost causing death in the process.
For a time, public resentment was boiling, and the people were complaining. The tragedy was no less than that during a natural disaster.
