It is spring in Chang'an, with birds singing and flowers blooming, but in the north it is still chilly and warm.
It has been five months since Evan Zhao went north to take up his post.
Considering the local climate and the fact that most of the people who had migrated had not yet arrived, Evan Zhao and Han Yan decided to build a camp outside the city first, using tents as temporary shelters. When everything settled down, they would gather people and start rebuilding the city walls and fortresses, and expand the city on the original basis.
In Evan Zhao's plan, Shuofang City is not only a military stronghold, but will also become an important trading port, connecting the East-West trade routes and becoming the only way for foreign merchants to enter Han.
