Level 40, this is the upper limit of the assessment level for the sixth badge!
Generally speaking, if they encounter those prominent members of the Alliance, the gym examiners will not use Pokémon that exceed the level limit and fight them head-on with real guns and swords!
After all, these trainers who come from orthodox backgrounds have received a good education at the Pokémon Academy and are the future pillars of the Alliance. The pilgrimage is just a pass test for them and does not require such high-intensity battles.
The real use of Pokémon of this level is to educate those ignorant small town trainers!
These people, who come from varying backgrounds and are a mix of good and bad, often have no solid formal training. They learn some meaningless things from somewhere, or even rely on their own wild ideas they figured out during the journey, and stumble all the way here.
