Wenjun was talking about relaxing the threshold for the Academy Awards, not that there would be no requirements and any film could participate.
The original conditions were: Hong Kong directors, at least a Hong Kong production company, and 6 out of 15 categories with Hong Kong people participating, excluding directors.
If you meet two of the three conditions, you can participate in the Academy Awards.
