Feng Xiaogang actually wanted to make this film in 1996, but the script was rejected by the Photoelectric Department.

The reason may be that the script relishes teasing, chasing, and raping women, and repeatedly chews on and plays with the S3xual desire and improper emotions between men and women.

It also exposes ugliness without criticizing it, violates socially recognized moral standards and misleads the public's aesthetic taste.

That's roughly what it means. It wasn't until Feng Xiaogang became successful and famous, and the standards were a bit more relaxed, that the film was able to be released smoothly.
