Each swarm is ruled by an empire.
The empire's financial resources, genius, number of top powerhouses, etc. are all beyond the reach of all the major forces in the domain.
All sect forces within the group area are divided into two types.
One kind is under the rule of the empire, and they have to pay taxes every ten years. The empire will also guarantee the safety of the tax-paying forces.
