Everyone is within the torpedo range of the submarine. Once a conflict breaks out, what use will these broken ships on the sea be? Not to mention being hit by a torpedo, they can't even withstand the waves of an explosion.
Submarines from various countries were facing each other, and no one dared to be the first to pick up people from their own country. I guess they were all frantically making calls and waiting for the latest instructions from home.
The radio on the tour boat made a noise, and someone went to check it out and found that it was broken.
