Unlike the Song Dynasty, the Liao Dynasty was a tribal nomadic state.
The Liao Dynasty was composed of many tribes, and many Liao people were herders who grazed their livestock everywhere and did not live in the capital all year round. More than a hundred years ago, Emperor Taizu of Liao established the Liao Dynasty and set up five capitals. He learned the Confucian culture of the Han people and emphasized "Heaven, Earth, King, Parents, and Teachers". The court of the Liao Dynasty was divided into northern officials and southern officials.
The officials in the north were controlled by the nobles of the big tribes, with strict status and hierarchy, forming their own faction. The officials in the south were mostly officials from small tribes, including many Han people. They were responsible for communication with the Song Dynasty and were incompatible with the officials in the north.
