In November of the 33rd year of Kaiping, a heavy snow fell in Shengjing in the middle of winter.
The thick and fine snowflakes were like goose feathers, falling from the sky, covering the capital with a blanket of white. The snow lasted for three days, and by the last day, the roads were already difficult to walk on. The government required every citizen to clear the snow from their roofs to prevent collapse accidents.
In previous years, this task was handled by the Ministry of Works, which worked together with the Shengjing government to supervise the clearing of snow.
This year Adrian Tang became the Right Vice Minister of the Ministry of Works. He called the Deputy Minister in charge of this matter and asked, "How many households are there in Shengjing?"
