At this point, Dr. Ross's tone became a little lonely.
It's not that General Ross was unwilling to tell Dr. Ross the specific address, but because he didn't know where the SHIELD base was.
SHIELD was willing to tell General Ross that Banner was at the base in Queens, which was already a great favor to the Air Force Lieutenant General.
