Grantham was something of an expert on Chinese, and he used to read Eastern historical materials frequently. In the past, he could never understand that people are like water, which can carry a boat or overturn it.

Only by recruiting the elite among the Chinese to hold senior positions in the government and influencing these people will they voluntarily help maintain the rule.
With these people around, they will find ways to socialize and isolate the Chinese tycoons in society, saving the Hong Kong government a lot of trouble.
I believe that the more Chinese officials there are in the government, the less likely it will be to see riots like the one that happened a while ago.
