The county system was implemented in the Two Jin Dynasties, and the official system followed the Eastern Han Dynasty. There were inspectors in states, prefects in counties, magistrates in large counties, and chiefs in small counties.

The Inspector is in charge of the military and political affairs of the province, and there is a difference between leading troops and riding a single bicycle.

Maxwell was appointed as the military commander and given the title of general. He was in charge of the military affairs of Xu, Yan, Qing, You and Jinling in Yangzhou, and was in charge of the Northern Palace Army. He was also given the power to govern Jingkou. In time of war, he could execute anyone who violated military orders.

According to later generations, Xi Shi was basically the governor of the province and the commander of the military region. He occasionally had to act as the president of the military court, and his power was astonishingly great.

After Xi Jian's death, the Xi family gradually declined and was no longer as prosperous as before. But as for Maxwell personally, he was still an important official in the court and could not be underestimated by anyone.
