Fu Jian ignored the dissatisfaction of his court officials and insisted on sending 20,000 troops, led by Xu Cheng, the governor of Bingzhou and the commander of the archery team, to station them in Hedong County, across the border from Luozhou.
The Qin family responded tit for tat and refused to give in.
Qin Ce issued an order to mobilize 13,000 soldiers from Wuxiang, Shangdang, Pengcheng and the newly-received miscellaneous Hu people to gather in Luozhou, and to add 3,000 elite troops to be stationed in Shangjun.
Fu Jian lost a county and was angered by Qin Ce's words. He vowed to repay Qin Ce with an eye for an eye and a tooth for a tooth. He took Luozhou in one battle and washed away his previous humiliation.
