On the battlefield of Tian Kingdom, Kumogakure had been unable to achieve any success for a long time and did not want to delay any longer, so they formally proposed peace talks.
Konoha has experienced years of war and is in urgent need of recuperation and recovery. It does not want to fight any further.
In order to show their sincerity, both sides withdrew some of their ninjas and sent people to discuss peace talks.
Since both sides wanted to negotiate, at least on the surface, the talks progressed quickly and consensus was reached within a few days.
