The Sand Village was once very powerful. When it was established, its strength was second only to Konoha, and it was the second largest of the five major ninja villages.
Otherwise, Sand Village would not have only purchased one tailed beast. You know, except for Konoha, the other three villages have two tailed beasts.
Although purchasing the tailed beasts requires financial resources, for such strategic weapons, if the strength is not enough, the Sand Village will probably have to sell everything it has to buy two, and the Seven-tailed Shigeaki will not belong to the Takigakure Village.
