Everyone is well aware of the first point.
No one had any objection to fleeing separately. After all, sticking together in front of a ghost would be useless and would only make it easier for it to kill you.
However...everyone also noticed that the ghost could not show up in public.
Otherwise, it would not have needed to rely on the out-of-control bus to kill people. It was obvious that it was subject to some kind of restrictions.
