Before Major General Julian answered Ethan Yan's question, one thing that had to be explained was how the level of a city or region was assessed.
There are two ways:
First, through the city-closing war. Each city will send out its own outstanding seeds that have not yet joined the major sects to participate in a brutal competition held in the secret realm. In the end, nine levels will be evaluated based on the total ranking points, including top-top, middle-top, middle-bottom, middle-top... (and so on). Only the "top-top" can get the right to hold the ten-year disciple-recruiting ceremony, and get additional disciple recommendation quotas, as well as the resources of the affiliated sects.
Second, the hometown of a person with great supernatural powers will automatically be rated as "top" and receive additional blessings.
There are two ways to understand the great supernatural powers here. One is people who have made outstanding contributions to the Heguang world, such as discovering a thousand-year-old fairyland or a ten-thousand-year-old secret treasure. The other is the venerables in the Tribulation Crossing Stage. In order to ensure that the venerables in the Tribulation Crossing Stage have no worries on the road to the immortal path, their hometowns will be unconditionally protected for a hundred years. The "best" evaluation is just a side benefit.
