They really wanted to fight back against the Empress Dowager's "Crime Edict for the Late Emperor", but--- they glanced around and saw the soldiers and generals in formation, the laborers transporting supplies, and the common people seeing them off were all there and had heard it.
Now that the Grand Empress Dowager is in power, his words are the imperial edict.
To reject the imperial edict would be to slap the entire court in the face.
