The government's purpose of arresting theft is to bring peace to the people, so funds must be raised in advance to carry out the work. So, I made a charter and agreed with the states and counties that the magistrates of wealthy counties would donate thirty taels of silver every month, and the magistrates of poor counties would donate fifteen taels of silver every month, half of which would be used to fund the arrest of thieves, and the other half would be retained to escort prisoners. cost of. The key to apprehending thieves is to uncover the den of thieves. Once a den of thieves is uncovered, a group of thieves will have nowhere to hide. The fight against bandits must start with catching thieves. Once a thief is caught, he will not develop into a big thief - there is no big thief who did not evolve from a thief, and there is no thief who does not have a den of thieves.
