Not long after the war with the Khitan broke out, the fifth brother instigated Lu Qian to restart the system of leaving the palace.
The main purpose was to release c0ncubine Hui from the palace, and secondly to free the other c0ncubines.
Although the monthly salary of the imperial c0ncubines was the same as when they were c0ncubines, they did not have the emperor's blessing in the palace. If they wanted to do something, they had to pay for it and ask for the emperor's favor. Naturally, the cost was several times more than outside the palace.
The monthly salary of c0ncubines is not enough to manage their lives. It would be better for them to take a sum of money to settle down, leave the palace and live out their retirement in freedom and comfort.
The previous dynasties had many ways of dealing with the c0ncubines of the previous emperor, including burying them alive with the emperor, imprisoning them, releasing them from the palace, and even arranging marriages for them.
